Dutch pension fund ABP plans to invest 1 billion euros in European technology companies over the next three years. It will start by committing 250 million euros to the Scaleup Europe Fund, a new initiative backed by the European Commission and institutional investors. The fund targets fast-growing companies in areas including AI, quantum technology, energy, space and medical technology.

ABP wants to help European technology companies find the capital to scale without moving to other markets. According to chairman Harmen van Wijnen, keeping promising companies in Europe could preserve innovation, economic value and jobs. He stressed that returns remain ABP’s primary consideration, saying the pension fund sees attractive opportunities in innovative companies.
The investment follows calls for Europe to improve financing for strategic technology sectors. Former ASML CEO Peter Wennink urged the Dutch government to strengthen the investment climate, highlighting digitalization, security and resilience, energy and climate technology and life sciences and biotechnology as priority areas.
