The Eindhoven city council has formally approved the zoning plan changes needed for ASML’s new factories and offices on the Brainport Industries Campus (BIC). The province of North Brabant has also granted an exceptional nitrogen permit for the expansion. With these obstacles cleared, site preparation can begin immediately and construction of the first building is expected to start after the summer. The litho giant wants to welcome the first 5,000 employees on its new campus by early 2028.

The expansion, for which ASML signed a letter of intent with the municipality back in April 2024, targets the northern part of BIC – a roughly 100-hectare plot situated between Eindhoven Airport and the A2 motorway. The site has capacity for around 20,000 employees, a doubling of the company’s current workforce in the region. On top of that, tens of thousands of additional jobs are expected, primarily at suppliers.
The council’s approval also gives the city of Eindhoven a legal instrument to acquire the remaining land on the campus. Six of nine landowners had already accepted the municipality’s offer; the remaining three can now be compelled through court proceedings, for which the council has explicitly authorized the city.
For the nitrogen permit, the province used a special regulatory arrangement, citing the global strategic importance of ASML’s chip machines as rationale. Nature damage will be offset by improving woodland in the Kempen region.
