The Dutch government has unveiled plans to expand its academic degree system with two new doctoral-level titles in applied research: the Engineering Doctor (EngD) and Professional Doctor (PD). The new framework aligns both trajectories with the level of a traditional PhD, but with a stronger focus on practical application and technological design.

EngD programs are two-year design projects for engineers, typically with a strong industry connection. They’ve existed for years but lacked formal degree recognition. PD mirrors the traditional PhD more closely, acknowledging practical research conducted at universities of applied sciences.
If approved, the new degrees will be available from the 2027-2028 academic year. The legislation is now open for consultation, with further review by the Council of State and parliament to follow.
